Raytheon Systems Limited is the UK-based subsidiary of Raytheon Company. It is a prime contractor and major supplier to the UK Ministry of Defence and has developed strong capabilities in mission systems integration in defence, national security and commercial markets. RSL designs, develops and manufactures a range of high technology electronic systems and software at its facilities in England, Scotland, Wales and Northern Ireland. Programme Information

Raytheon Systems Limited (RSL) has been awarded a £750 million Government programme to deliver an IT enabled, transformed Border security capability for the UK.

This involves project/programme management on a very large scale for the design, development and implementation of state of the art secure systems and software. RSL, as prime contractor, is responsible for overseeing the work of 5 major subcontracts and for working alongside and in partnership with the customer to jointly ensure programme success

e-Borders will collect and analyse passenger and crew data, provided by carriers (air, sea and rail), in respect of all journeys to and from the UK in advance of their travel.

This will support an intelligence-led approach to operating border controls, by identifying those involved in abuse of UK immigration laws, serious and organised crime and terrorism. Border control agencies include Immigration service, Police service, Serious and Organised Crime Agency Customs and UKvisas.

Nature and Scope
The IT infrastructure required to support the Programme sites across the UK and worldwide, and the required communications with customers and partners is necessarily complex, and the volume of data and transactions requires an exceptional level of performance from the databases.

This complexity is increased by the nature of the Programme requiring stringent security rules to be applied. These rules require high, auditable levels of segregation and separation of both data and networks.

Education and Experience

Essential
BSc (or equivalent with extensive experience) in database design/development
Oracle 10g database experience
Expert knowledge of database management technologies and database design methods and techniques to design and maintain Oracle. Knowledge of technical performance software to ensure database integrity and performance standards are met, and knowledge of database utility software for mainframe, mid-range and desktop database management technologies to perform database recovery, purge and reorganization operations.
Design, development, testing and implementation of database systems solutions; ensuring preparation of technical documentation and technical support; preparation of training and implementation plans for all aspects of the technical system.
Understanding of operational disciplines and processes. Job requires skills problem resolution and team membership.
Expert knowledge of Oracle physical data modelling, performance tuning, and diagnostics.
Design, maintenance, and diagnostics of high availability database solutions.
Holder of current SC security clearance.

Desirable
Database administration and IT operations within a high technology software engineering or travel industry or public service environment
Experience of middleware, especially BEA middleware stack (weblogic, aqualogic, data services)
Experience of commercial and government IT Security environments and requirements

Demonstrable Experience and Knowledge
Experience in the following areas are required:
Applying senior technical expertise in designing, developing and implementing all databases and data structures and providing group leadership and technical direction, consultation, and instruction to the application developers to ensure the benefits of database technology are achieved.
Providing senior level expertise in the design, development and implementation of technology solutions researching, evaluating and selecting hardware and software tools and their impact on the various applications.
Providing leadership, planning and analysis expertise in technology uses for managing information and relationships to databases, operational systems and providing training to systems staff in best practices for data and database structures and design. Reviewing proposals from subordinates and peers for feasibility, quality and effectiveness.
Establishing and maintaining the methods, techniques, guidelines and monitoring practices for the design and development of database systems, to minimize operational costs, to ensure service levels are maintained with customers and to comply with company policy and standards.
Performance Tuning (Wait-event Methodology), RAC, Partitioning, Physical Modeling/Architecture, OLS, Data Guard, ASM, or ETL development.
High availability IS/IT systems

Candidates must be eligible to obtain a SC clearance.
