i want to add the JCalendar.jar and JCalendarJinit.jar in order to use the date picker on my forms while using a windows environment,what attributes should i change or edit in the forms/server/formsweb.cfg file and what else am i required to add?

Go to Run and type Regedit and add a registry value in the FORMS_BUILDER_CLASSPATH add the Jar files into the ORACLEHOME\forms\java folder and add the same path with the jar file name

Ex. E:\DevSuiteHome_2\forms\java\jcalendar.jar;

but the better way to have the calendar date picker is by Calender.pll file which is much more easy.. Refer to this link for having calendar PLL and steps
