Your problem is unclear. The link is to Oracle's website, which requires that you register with them. The OraFAQ username and password that you use on this site will not work on that site. You need to register on Oracle's website. Just follow the instructions.

The same way you did with 10g. Oracle software, available for download, can be found on Oracle Technology Network. I don't use it (11g), but - as far as I can tell - Forms & Reports are no longer "standalone" products, but are bundled within Fusion Middleware.
