i want to insert a record in table when one of item in database block is filled..from which property i knw my one of field in block is filled or not.

This is way too vague.
When do you want to do this, at commit or entry into field?
what table do you want to insert into, the table based on the block or a different table?
I have too many other questions. You'll need to provide clear, grammatically correct instructions.

I usually test it simply as

if :block.item is not null then ...

(i.e. I don't use any built-ins, don't check properties, nothing that fancy).
