Forms 5? Whoa, that's an old piece of software. I never even saw it.

Do you REALLY have to install that version? I know that 6i works fine on XP, and - knowing that 6i rather quickly replaced Forms 5, wouldn't you rather install that (6i) version? If it is possible, of course?

Anyway: what is the target directory? Does it, perhaps, contain any spaces? If so, try to install it into a directory which does NOT contain spaces in its name.
Also, check whether the PATH environment variable is "too long" (such as, longer than 1024 characters). If so, try to shorten it (remove some entries) and run the installation again.
